If your priority is privacy, the rankings on most VPN sites get worse the more you read them. We rank Mullvad first and ProtonVPN second — both have weaker affiliate programs than the alternatives. 01 · Jurisdiction

Jurisdiction matters more than features

A VPN's privacy is upper-bounded by where its corporate entity is incorporated. Companies based in Five Eyes countries (US, UK, Canada, Australia, NZ) operate under regimes that can compel logs. 14 Eyes (broader alliance including the Netherlands, Sweden, Germany, France) is somewhat better. Outside of both — Switzerland, Panama, BVI, Romania, Iceland — is best. This isn't theoretical: the Mullvad office was raided by Swedish police in 2023, and they had nothing to hand over. That's the test.

02 · Evidence

Three tiers of no-logs evidence

Tier 1

Court-tested (strongest)

Police or court tried to get user data and provider had nothing. PIA (US, 2016 + 2018), ExpressVPN (Turkey, 2017), Mullvad (Sweden, 2023). This is the only thing that proves a no-logs claim.

Tier 2

Audited (medium)

An independent firm verifies that systems are configured the way the provider claims. NordVPN (Deloitte, multiple), Surfshark (Deloitte), CyberGhost (Deloitte), ProtonVPN (Securitum). Better than nothing; weaker than court-tested.

Tier 3

Claimed (weakest)

Provider says they don't log. There's no evidence this isn't simply marketing copy. Avoid for serious privacy use.

03 · Auditable code

Open source matters too

Auditable code means you don't have to take anyone's word. Mullvad, ProtonVPN, and PIA all publish their clients on GitHub. NordVPN, Surfshark, ExpressVPN, and CyberGhost don't.
